So open the Device Manager and you will see that Windows is identifying the HP Optical Mouse as " HP USB-C to DisplayPort Adapter" which is causing the issue. If you change the optical mouse with any other mouse (PS/2 or USB) it works, but with the USB HP Optical Mouse it doesn't! The mouse just stops responding and if you reconnect the mouse to other USB ports, the issue remains.
